What are the countries necessary to rebuilding the infrastructure of japan?

I have to do this thing for a Model United Nations conference for school and the topic I am assigned is "Ensuring long term assistance to Japan in rebuilding infrastructure and safeguards against natural disaster". Well we have to debate on it and I am supposed to right this thing called an issue bulletin... but I was wondering.... what countries are necessary to rebuilding the infrastructure of Japan? I really need help please!
